Jennifer has over 21 years of experience in environmental engineering, including over 12 years of experience as a consultant serving clients primarily through environmental permitting and compliance assistance. She has developed in-depth knowledge of federal and state air pollution regulations, Title V operating permits, New Source Review (NSR) pre-construction permitting, and air dispersion modeling. Prior to beginning her consulting career, she worked for four years at the Texas Air Control Board (TACB) and the Texas Natural Resource Conservation Commission (TNRCC) as an air dispersion modeler and as Assistant Division Director for the Air Quality Planning Division. Prior to that, she was a water rights permit engineer at the Texas Water Commission (TWC) for five years. Jennifer prepares and/or supervises the preparation of NSR and Title V air quality permit applications, permit by rule registrations, air dispersion modeling analyses, emissions inventories, and other air quality related reports. She also provides expert witness testimony in contested case hearings and prepares environmental compliance management support systems for clients. Recently Jennifer has become the primary permit modeling trainer for EnviroMod University.
